Ileana Racheru: „Din decembrie 2024, dezinformarea în favoarea Rusiei a proliferat exponențial, pătrunzând în spațiul informativ românesc”

Influence of Disinformation in Romania

Pro-Russian disinformation has had a considerable effect on Romanian society, especially following December 2024 when it began to spread extensively in the informational landscape. This deluge of false and manipulative information has influenced public perceptions on sensitive issues such as foreign policy, national security, and relations with the European Union and NATO. Moreover, it has led to heightened polarization of public opinion, fueling social and political tensions. In numerous instances, disinformation has been designed to undermine trust in Romania’s democratic institutions and to create confusion and uncertainty among citizens.

Another consequence of disinformation has been the rise of skepticism towards traditional media, against a backdrop of promoting conspiracy theories and alternative narratives that gained traction online. This has resulted in a decline in the credibility of the press and facilitated the spread of false news through social networks and digital communication platforms.

In the political arena, pro-Russian disinformation has been employed to influence elections and destabilize political parties through concerted attacks on their leaders and policies. Additionally, it has been used to exacerbate internal dissent and encourage anti-Western sentiments, aiming to weaken support for Romania’s Euro-Atlantic integration.

Pro-Russian Propaganda Strategies

Pro-Russian propaganda strategies in Romania have been diverse and well-coordinated, with the primary goal of influencing public opinion and destabilizing the internal political scene. One of the main methods used has been the dissemination of fake news and conspiracy theories via social networks and dubious news websites. These platforms were selected for their ability to quickly reach a wide audience and generate strong emotional responses.

Another significant strategy involved the infiltration and manipulation of online groups dedicated to political and social discussions. Here, influence agents created fake accounts and actively participated in debates to amplify pro-Russian messages and sow distrust in Western values. These tactics were often supported by networks of bots and trolls that artificially heightened the visibility and impact of these messages.

Moreover, pro-Russian propaganda exploited internal events and crises to promote narratives highlighting the failures of the Romanian government and its Western allies. In this context, edited or out-of-context images and videos were used to manipulate perceptions and induce a state of panic or dissatisfaction among the population.

Lastly, there have been instances where traditional media was infiltrated or influenced to subtly promote pro-Russian messages. This was achieved through journalists or analysts who, either out of conviction or interest, presented viewpoints that favor the Russian narrative, thus contributing to its legitimization and dissemination among the broader public.

Response of Romanian Authorities

In light of the exponential increase in pro-Russian disinformation, Romanian authorities were compelled to take measures to counter this phenomenon and protect the national informational space. They initiated investigations to identify the sources and networks behind the spread of disinformation and collaborated with international partners to share information and develop common response strategies.

Furthermore, authorities intensified efforts to educate the public about the dangers of disinformation and the importance of verifying information sources. Awareness campaigns were conducted across various media channels, aimed at enhancing citizen vigilance and encouraging critical consumption of information.

Legislatively, new regulations aimed at combating fake news and hostile propaganda were proposed and adopted. These measures include harsher penalties for entities guilty of deliberate dissemination of false information, as well as strengthening the capacities of institutions responsible for monitoring and managing informational threats.

The involvement of national security services has been crucial in detecting and neutralizing cybersecurity threats associated with disinformation campaigns. These services worked closely with digital platforms to eliminate fake accounts and malicious content, thus contributing to reducing their impact on public opinion.

Additionally, cooperation with non-governmental organizations and independent experts has been a key element in developing effective strategies to combat disinformation. By collaborating with these entities, authorities were able to access additional resources and expertise, allowing for a more comprehensive

Measures Against Disinformation

and coordinated approach to the challenges posed by pro-Russian disinformation. Special attention has been given to promoting media literacy, a fundamental aspect to enhance societal resilience against false information. In this regard, educational programs targeting all age groups, from students to adults, have been developed to help them recognize and reject manipulative content.

Alongside educational initiatives, advanced technological solutions have been implemented to detect and counter disinformation. Artificial intelligence algorithms have been refined to identify and mark fake news, and social media platforms have been pressured to improve content moderation policies, ensuring that verified information is more visible than dubious ones.

Constant dialogue with international partners has enabled Romania to benefit from the experience of other states facing similar challenges, thus facilitating the adoption of best practices in the field. Furthermore, Romania has actively participated in regional and global initiatives focused on combating disinformation, contributing to strengthening informational security throughout the region.

In conclusion, the measures against pro-Russian disinformation have been varied and complex, involving concerted efforts from the government, civil society, and the private sector. Nonetheless, the threat remains persistent, requiring continuous vigilance and ongoing adaptation of strategies to effectively protect the Romanian informational space.
